The wind always comes from the same side. Can that one side be reinforced?

Yes, and it is the right instinct. Nothing requires treating all four sides the same way: on the exposed side the film goes on firmly tensioned and the mesh is aluminum, which keeps its tension under gusts; on the sheltered sides ordinary fibreglass is plenty. A gazebo is set up side by side, according to what each one actually takes.

The spline on my screen has come out and the panel hangs loose on one side. Can it be fixed?

Almost always. The spline is the flexible cord that pinches the mesh into the groove of the frame; over the years it hardens, shrinks and eventually lifts out, releasing a whole side. As long as the frame is straight, the old mesh comes out, new mesh goes in, and a new spline holds it tight. The panel itself stays the same.

Can one gazebo have both screening and film?

Yes, and it is the most common setup by the water. Depending on the model, the film goes in place of the screen panel in the same frame, or over it, on the exposed side. The panes are measured once and serve both. You can also fit film only on the sides that take the wind off the basin, and leave the others as screening.
