My panels date back to when the gazebo was bought. Is it better to redo them all at once?

Usually, yes. On a retailer gazebo the panes share an age, an exposure and a fatigue level: redoing a single one leaves a clear pane beside yellowed neighbours, plainly visible from the yard. Doing the set evens out the look and saves coming back pane by pane as the next ones split.

A branch fell and punched a hole in one pane. Can that be repaired?

A punctured pane gets replaced: we take the panel down, pull the damaged film and fit a new one to the exact dimensions of the frame. Tape over a tear does not hold — the vinyl keeps working around it and the split lengthens with the first gust. The frame itself is worth checking too, since an impact can knock it out of true.

The film is dirty and slightly milky. Is that a cleaning job or a replacement?

You can judge it by feel. Vinyl that is still supple and merely carries sap and pollen cleans up gently, with nothing abrasive. Vinyl that crackles when bent, has yellowed through, or stays hazy after cleaning is done: under mature trees, the scratches built up by successive cleanings count as much as the UV does.
